Not really. Most cruisers use it for embarkation/disembarkation only. If you have 6+ hours, a rideshare trip to Market Square or a museum is worthwhile; otherwise, stay at the terminal.
Market Square downtown is the easiest option: 25 min by rideshare, free to explore, good food and cafes. Space Center Houston is further (25 miles) and not practical unless you have a full day and book ahead.
